BOURKE"), 1873. 2 pp, 8vo, Prescott, AT, April 7, 1873 and July 15, 1873, being Department of Arizona General Orders No. 12 and No. 24 issued by General George Crook [1828-1890], leaves toned, disbound from larger volume. A Medal of Honor winner, John Gregory Bourke [1843-1896] served as aide to General Crook during the Apache wars. The first of these General Orders signed by Bourke on behalf of Crook announces "the surrender of large numbers of Indians lately hostile, against whom military operations have been prosecuted for the past four months; and the assurance through the chiefs and head men of these tribes of their desire and the desire of their people to conclude a permanent peace." The second singles out certain officers for heroic efforts: "Captain George M. Randall, Twenty-third Infantry, surrounded and captured the remnant of Del-chay’s band with that notorious chief himself, in the Sierra Ancha Mountains, on the 2d of April…." Bossu went to Louisiana in 1750 as a captain of the Marines. This narrative is comprised of a series of twenty-one letters to the Marquis de L'Estrade, describing his life and travels in the vast Louisiana country from 1751 to 1762. His ventures ranged from Fort Chartres, in present Illinois, to Mobile and along the Mississippi River. His visit to New Orleans took place only thirty years after its founding, and he was able to gather considerable information from the recollections of locals. Streeter Sale 1518:"Bossu wrote well and his letters not only give an interesting picture of life in the Mississippi Valley and the Mobile Country to the east at the beginning of the second half of the eighteenth century, but incorporated also are many sketches of events in preceding years." pamphlet is signed at the end in type by Jay and other members of the
Society, including Arthur and Lewis Tappan, William Whiting, and
Joshua Leavitt. The author argues that the reigning slave-holders in
the United States Senate have deprived inhabitants of New Mexico and
California of self-government. They have been "as totally excluded
from all participation in the choice of rulers and the enactment of
laws, as the Negro slaves of South Carolina." Why? Because "the Slave
power has resolved that you shall have no government but such as shall
establish the dominion of the WHIP." The terrible influence of slavery
on enterprise, education, settlement, commerce, religion, morals, and
culture is demonstrated. Howes, who accorded this the 'b' rating for

The House issue of this landmark state paper, one of the most important reports made by Jefferson as the first Secretary of State, ranking in importance with his weights and measures report and commerce report. It is important on two levels: first, as the best statistical report on the history and state of the American fisheries and whaling industry; and second, as a partisan political document, in opposition to Alexander Hamilton. Both the whale and cod fisheries suffered severely during the Revolution, and a combination of taxes and government policy hindered their recovery. Leaders of both industries petitioned the state of Massachusetts for redress, who in turn petitioned the federal Congress, who asked Jefferson to investigate. This he did in his usual thorough fashion, aided considerably by Tench Coxe of the Treasury Department. Jefferson's report, however, was more than a gathering of facts. More importantly, it was an advocacy of strong support by the federal government for the threatened industries. recognized that the cod and whaling industries could be highly profitable for the young nation, and that they could also serve as a school for seamen which would lay the basis for American naval power. In ascribing many of the difficulties of the American fisheries to foreign interference, Jefferson was pointing his finger squarely at the British. Jefferson's report was the impetus for the revival of the American fishery and whaling industries, ultimately with the results he predicted. Within a generation, the American thrust into the Pacific was carried out by American whalers from Nantucket and New Bedford, and American commerce rose along the trade in preserved fish from the Grand Banks. The crucial difference between the two editions of 1836 is that the first includes the important 120-page government document "Letter from the Secretary of the Treasury, Transmitting Tables and Notes on the Cultivation, Manufacture, and Foreign Trade of Cotton, " dated March 4, 1836, and printed by Gates & Seaton, while the second does not. But this present copy of the second edition does include the "Letter.., " although it is printed in a 78-page format by Blair & Rives. This variant state appears to be unrecorded or overlooked. Samuel Slater was born in Derbyshire in 1768 and was apprenticed to the cotton-manufacturing pioneers Richard Arkwright and Jedediah Strutt. In 1789 he left England in disguise and smuggled the secrets of the manufactury into the United States.
