After the Panic of 1819 Kentucky's legislature stayed the payment of debts and required lenders to accept payment in notes of the new, uncapitalized Bank of Kentucky; or, if they refused, to endure lengthy deferrals. Bibb-- who had been Kentucky's Chief Justice and would become a U.S. Senator-- argues that the Relief laws do not impair the obligation of contracts, are thus constitutional, and that it is the Legislature's duty to define what the obligations of those contracts are. His discussion of the constitutional questions is learned and highly detailed. Kentucky's future Jacksonians, like Amos Kendall and William Barry, stood with the Relief Party, blaming the Bank of the United States for the Panic. For a sketch of Bibb's life, see DAB. Harv. Evans's attribution of authorship to Livingston, signer of the Declaration of Independence and New York civic and political leader, has been followed by one and all. "This is a reply to 'A Friendly Address', a Tory tract written by Dr. Myles Cooper" [Church]. Livingston treats the 'Friendly Address' with playful scorn, joking that he responds in order "to encourage the paper manufactory," as well as "for the sake of the Printer, who must be sadly out of pocket, by publishing such woeful performances." Sabin says the pamphlet is "written in a style of pleasantry, but the arguments of the author, when he criticizes, were too reasonable to be totally invalidated." Livingston recounts Parliament's arbitrary intrusions upon American liberties; and skewers the 'Friendly Address' for its absurd proposition that "Americans are subject to the will of a Parliament which they have no vote in choosing, and being so subject, enjoy a free and equitable constitution." The span of John Hull's life was almost coincident with that of the Massachusetts Bay Colony, and he took part in almost every event of historical importance during the vital years from 1650 to his death in 1683. Mayhew says that, against a despotic and Popish enemy, not only did our "civil rights and liberties" depend upon the success of arms, but also whether the people "shall lose or enjoy their religion, with their spiritual privileges." The victory over the French was remarkable: "What part of our extended frontier in America, was not drenched with blood?" Reviewing the factors that make for success or failure in War, through careful planning or apparent happenstance, Mayhew observes that, "The French no longer hold a single fort, garrison, or fortified place." Thus "the conquest of Canada" is complete. He describes its inhabitants, who have taken an oath of loyalty to His Majesty; the Indians, who are friendly; the vast acquisition of territory, "large and fruitful, many parts of it well cultivated;" the "peace for the future" that the colonies will enjoy; and the expansion of the fisheries, commerce, and manufactures. He ably discusses the strategy of Amherst and the navy in their campaign, and relations with the Six Nations and other Indian tribes. In the spring of 1862 the Governor of Minnesota called for volunteers to form a company of men to be sent to Virginia to fight for the Union Army. Company E was formed from the 94 men recruited. The began to drill and prepare at Ft. Snelling in July and August of 1862. However, all plans changed in mid-August of 1862 when the Sioux Indians attacked and massacred scores of settlers in the Minnesota River Valley. This account chronicles the activities of these volunteers as they pursue the Sioux to punish them for their crimes and liberate the many captive women and children. The later involvement of Company E in the Civil War in 1864 and 1865 in Illinois, Missouri, Louisiana and Alabama is also recorded here. An extremely rare and important personal narrative. Brown joined the Church in the mid-thirties at Kirtland, and was with the Brethren throughout the sufferings in Missouri, immediately after his vision of the slaughter at Haun's Mill was confirmed in a letter shortly received from John Green. He fled with the Saints to Commerce and witnessed hardships almost unparalleled, until the evacuation. Brown gives an account of the tragic trek across Iowa, the dreadful pause at winter quarters, and the overland trip which he took with the first regular party of emigrants following the pioneer band. He narrates the difficulties of the first days in the valley, from which there was little alleviation until the gold rush of 1849 when traders and gold seekers sold their outfits to the Mormons on terms that enriched the pioneer settlers of the desert. Two rare pamphlets on the tumultuous career of Thomas Cooper. During his Presidency of the College of Charleston, Cooper "was the target of clerical attack, chiefly on the part of Presbyterians. The controversy was an episode in the age-long conflict between science and theology, but was accentuated by Cooper's ill-concealed contempt for the clergy as a class. He was nominally successful in the struggle, not so much because of any general acceptance of the principles of biblical criticism and the doctrines of materialism that he championed, but because of his identification with the extreme state-rights party." DAB. The first pamphlet attacks Cooper's religious views and dumps a load of vitriol upon his person. The author identifies himself only by saying he is "not a Clergyman-- and, as far as I interfere with politics at all-- I have gone with the State-Right's party." Censor blames Cooper for the "spirit" that "has, of late years, been extending itself over our State, unfriendly to our religious institutions, and insulting to the feelings and opinions which have been rendered sacred to us." The second pamphlet, with an Appendix by Anti-Censor, defends Cooper, arguing that, "If a religious test is made for the Presidency of the South Carolina College, there will be no end to the train of evils it will inevitably produce.
